Bichon Frisé Club of Scotland

The Bichon Frisé Club of Scotland was started up in 1994, primarily for the benefit of Bichon owners in Scotland. The aim of the Club is to exchange knowledge and information on the breed and to help improve general standards in health, grooming and breeding. The membership is open to all, with or without a Bichon, but elected offices must reside in Scotland. We were recognised by the Kennel Club in 2018 and had our first Limited Show on 5th October 2019. The Bichon Frisé Club of Scotland is also on Facebook.


The Constitution 1994

1. NAME AND OBJECTIVE
The Club shall be called THE BICHON FRISE CLUB OF SCOTLAND. The objective of the Club shall be to protect and promote the interests of the breed in Scotland, provide assistance and encouragement to breeders and owners, and to ensure the maintenance of the breed according to the standard as accepted by the Kennel Club.

2. OFFICERS AND COMMITTEE
The Club shall consist of a Chairman, Secretary and Treasurer, a Committee of not more than six and an unlimited number of members. All officers of the Club will reside in Scotland.
The management of the Club will be in the hands of the officers and committee.
Meetings of the committee shall be held as often as deemed necessary but at least once every six months. Five from the officers and committee shall be required to form a quorum for the transaction of any business. All officers and committee will have full voting rights.
All office bearers shall retire annually, but can stand for re-election without further nomination. No individual who has been a member for less than 1 year may be on to the committee.
Only fully paid up members of the Club will be eligible to stand as officer or committee member.
The Secretary will inform all members of any vacancies for office or committee.
Any committee member who is absent from 3 consecutive meetings, without just cause, shall be assumed to have resigned. This will be confirmed in the form of written notice given by the Secretary.

3. VOTING RIGHTS
Each member shall be entitled to one vote immediately upon acceptance of membership, joint members will be entitled to one vote only. Junior members (under 16) have no voting rights. Voting will be done by post only.

4. ANNUAL GENERAL MEETING
One months notice will be given to all members informing them of an AGM. The purpose of the AGM will be to: Receive the committee report and balance sheet. Count the votes to elect officers and committee To discuss any motion placed on the agenda. To appoint auditors. Amend the Club constitution if required.

5. SUBSCRIPTIONS
The annual subscription shall be such amount as agreed by the management of the Club. Candidates for membership shall be accepted on payment subscription.
All members must agree to abide by the Kennel Club “Code of Ethics”. A copy of this will be given to every member.

6. CLUB PROPERTY
The property of the Club shall be vested in the committee. In the event of the Club ceasing to exist, a final General meeting shall be called to decide the disposal of the Club’s assets.

7. EXPULSION OF MEMBERS
If, in the opinion of the committee, the conduct of any member is likely to cause harm to the interests of the Club, the committee may hold a special meeting with a resolution to expel that member. Notice of the meeting will be sent to the member advising that the member may attend to offer mitigation. Expulsion will require a two-thirds majority of those members present.
Any member expelled has the right of appeal within two calendar months from the date of the meeting.

8. CLUB ACCOUNTS
A banking account shall be opened in the name of the Club into which all Club revenue shall be paid.
Withdrawals from the account shall only be made on the signature of the Treasurer and the Secretary.
The accounts shall be kept by the Treasurer and Auditors will be appointed for the ensuring year.


CODE OF ETHICS
1. All breeding should primarily be for the purpose of improving the standard of the breed.
2. Ensure that all times my dogs are properly housed, fed, watered, exercised and receive veterinary attention if and when required; and are kept fully leashed or under effective control at all times.
3. Litters should be carefully planned using healthy bitches and sound stud dogs of sound temperament and confirmation. No bitch shall be intentionally bred from before 12 months of age. I shall not knowingly breed from any dog or bitch that I know to have any hereditary disease or defect.
4. Ascertain that all persons acquiring dogs from me, clearly understand their responsibility for the care and welfare of the animal and that they have the time and the facilities.
5. That no puppy should be sold under the age of 8 weeks. The breeder shall furnish the buyer with a pedigree and/or registration where applicable.
6. I will not knowingly sell any dog to commercial or retail pet dealers.
7. To help where possible to re-home dogs sold by me that become homeless due to their owners death or personal problems.
